As the name implies, this user is created with the sole purpose of serving the webhooks. By default, it does not have a password (and for this reason, cannot log in).

When is the User Created?

 

Usually, this user is created when an instance is provisioned. If the user does not exist, it is automatically created when the webhook functionality is turned on.

Technical note: The class responsible for the creation of the user is com.jivesoftware.community.webhooks.WebhookManager.java.
